Frequently asked questions
What is a public sector framework?
A framework agreement is a pre-tendered arrangement between a public buying organisation and a set of approved suppliers. Once you are on it, public bodies can buy from you either by direct award or a lighter “mini-competition”, without running a full open tender each time. Frameworks are one of the main routes to market for selling to the UK public sector.
Do I have to be on a framework to win public sector work?
No — plenty of contracts are still tendered openly on the portals — but frameworks are how a large share of public spend is routed, especially for common goods and services. Being on the right framework can be the difference between being able to bid for a body of work or not, so it is worth knowing which frameworks cover what you sell.
What is the difference between CCS/GCA, ESPO, YPO and the others?
They are all public buying organisations that run frameworks, but for different audiences. Crown Commercial Service — now the Government Commercial Agency (GCA) — runs the big cross-government frameworks (RM-numbered). ESPO and YPO focus on local government and education; NHS Supply Chain and NHS SBS serve health; SCAPE, Pagabo, LHC and Fusion21 focus on construction and social housing; university consortia like SUPC and APUC serve higher education.
How do I get on a framework?
You apply when the framework is being tendered (procured) — each has an open competition, usually advertised on Find a Tender and the owner’s website. If a framework is already live and closed, you generally have to wait for the next iteration, though some (like G-Cloud) refresh regularly and others are dynamic and accept new suppliers on a rolling basis. Always check the official page for the current position.
Is G-Cloud a framework?
Yes. G-Cloud is the UK government’s framework for buying cloud hosting, cloud software and cloud support through the Digital Marketplace. It refreshes roughly annually (the current live iteration is G-Cloud 14), so it is one of the more accessible frameworks for technology SMEs.
